Depends on how they tweaked it. I don't remember details and I suspect it's not even online anymore, but I imagine there was an age limit. After all, we kinda watched him grow up, so there would be at least a couple of years in canon where he would be legal to play with.
According to Memory Alpha, he was born in 2348 and he didn't take off with the traveller until 2370, so that leaves at least 4 years of playtime. So I guess it could be done.
